Stafford County VINE Coverage
Virginia VINE is the statewide entry point for local-jail custody search and notification. For an adult Stafford arrest, the relevant local custodian is usually Rappahannock Regional Jail. Reported events can include release, transfer, escape and return, or death. Those labels are not interchangeable. A release event means the contributing jail reported that its custody ended, but it does not rule out a new custodian.
VINE is an event and alert service. It is not a certified RRJ release record, a court docket, or a complete archive. A person with a state sentence may remain physically at RRJ while VADOC computes the term. Once notification responsibility shifts into the VADOC post-sentence system, the correct state service is NAAVI, not the local VINE registration.
Registration is confidential under the Virginia VINE guidance. The person whose record is followed is not told who registered. The service is intended to supply notice, yet it cannot replace a personal safety plan or direct agency contact when a situation is urgent. Contact details should be kept current, and more than one offered delivery channel can reduce the risk that a missed call or filtered message leaves the registrant unaware.

The portal should be used for a specific person, with identity and facility checked before any reported event is accepted.
Search Stafford VINELink Records
Begin with the best identifier available. Names can have variant spellings, and two people may share one. A booking or offender number narrows the match. The facility and event history provide the second identity check.
- Open Virginia VINE or VINELink and select Virginia.
- Enter the person's first and last name, or an offered identifier. Retry a known spelling variation if needed.
- Compare all matching results. Confirm identity details and select Rappahannock Regional Jail when checking local Stafford custody.
- Open the record and read the exact status or event. Note the source facility and the time shown.
- If the event is release, contact RRJ or request its record when the destination or exact physical release time matters.
A no-result screen is inconclusive. The spelling may differ, the record may have aged out, the person may be under another custodian, or data may not yet have reached the service. Retry the identity and then use the full Stafford County released-inmate search to follow RRJ, VADOC, court, federal, or ICE routes.
When several people share a name, do not select based on name alone. Compare the jail, identifier, age or birth details when offered, and the known case history. If none match, call RRJ rather than registering against a guess. A mistaken registration can produce an alert about the wrong person and still leave the intended Stafford custody event untracked.
Stafford VINELink Release Fields
The exact display can change, so preserve the label visible at the time of the check. Virginia materials support name or identifier search, facility matching, custody status, and reported event information. VINE does not convert an alert into a certified jail extract.

Do not turn “release” into “all custody ended.” RRJ can release a person to VADOC, another jail, or ICE. A court order may remove one charge while another hold remains. The destination and receiving-agency fields in the jail record can settle that distinction.
Note: A VINE event is useful prompt notice, while an RRJ record is the stronger source for exact release details.
Register Stafford Release Notifications
Registration attaches an alert choice to the correct person record. Offered channels can include phone, email, text, TTY, or an in-app notice. Select only after the identity and facility are confirmed. Phone registration requires a PIN that is later used to acknowledge the call.
- Open the correct person record and choose Register or Get Notification.
- Select release and any other custody events that matter, such as transfer.
- Choose an offered phone, email, text, or accessibility channel and enter the contact details.
- Create the phone PIN when prompted and complete the on-screen confirmation.
- When an automated call arrives, enter the PIN to acknowledge it and stop repeat calls.
Keep the PIN private and save the registration confirmation. An alert may arrive after the underlying agency event because custody data must move from the reporting system to the notification service. If immediate physical location is important, contact the custodian directly.
Phone alerts can repeat until the PIN acknowledges receipt. Email or text delivery may depend on provider filters and network service. Review the event types selected after registration because a transfer alert answers a different question than a release alert. If the record changes custodian, a new registration may be required in the receiving system.
Stafford VINELink Check Limits
VINELink does not cover every custody system. Federal prisoners belong in the Bureau of Prisons locator, while a federal pretrial or in-transit person may require a U.S. Marshals inquiry. ICE civil detention uses the Online Detainee Locator. A Stafford court case alone does not decide which locator applies after transfer.
State-sentence information also has a separate route. The VADOC Inmate and Supervisee Locator can report a location and release-date field for people in its custody or supervision universe. A VADOC prison is incarceration. A District 21 community-corrections location is supervision outside prison. Neither result should be described as an RRJ current-custody entry.
For a completed local event, call RRJ at 540-288-5245 or request the existing record. For a court basis, obtain the Stafford disposition or signed order. Two scope-matched records are better than one alert when the release type or destination matters.
The Virginia State Police Sex Offender Registry is another narrow state tool, but it covers only people required by law to register. It is not a general released-inmate locator and should never be used to fill a missing VINE result. Likewise, the BOP result “Not in BOP custody” does not establish that the person entered Stafford County. Each system reports only its own custody or legal scope.
Stafford Notification Handoffs
Stafford has a Virginia-specific two-stage notification path. The local Victim/Witness Coordinator accepts an RRJ notification application, while Virginia Jail VINE supplies local custody-event alerts. Once a person moves into VADOC's post-sentence notification framework, the registration must move to NAAVI. VADOC says NAAVI and local VINE are not connected.

Virginia NAAVI is the post-sentence handoff identified for VADOC notifications.
Re-registering in the correct system keeps the notice tied to the agency that now controls the sentence and release event.
The local Victim/Witness Coordinator and automated VINE notice also serve different roles. The coordinator accepts the RRJ application and can address the local process. VINE carries the event alert. NAAVI handles the later VADOC stage. Keeping those roles separate prevents the common assumption that one registration follows the person across every jail and prison system.
Read Stafford Custody Terms
Custody services use short labels that carry different consequences. Read them literally and avoid combining them into a single idea of “out.”

- The reporting custodian says its custody ended.
- Transfer
- The person moved to another custodian rather than entering the community.
- Parole
- Release from prison under state supervision for an eligible sentence.
- Probation
- Court-ordered community supervision that may follow custody or operate instead of prison.
- Discharge
- Completion of the sentence or supervision within an agency's legal scope.
When the event label is unclear, save the record details and ask the contributing agency what it means. Do not infer a final discharge from a local release notice.
A projected release date is not a VINE release event. VADOC may show a future date while incarceration continues, and that calculation can change. The actual agency event, discharge papers, or notification-of-release letter is stronger proof that the prison stage ended. Community supervision can still follow.
RRJ's own public information helps place the alert in context. Intake processes booking, release, bond, and transfers. Inmate Records maintains the jail record and computes local sentences totaling up to 12 months. Longer aggregate sentences are computed by VADOC after RRJ forwards jail credits. An alert from local VINE can therefore mark the end of RRJ's role without marking the end of state authority.
Court records answer a different question. Stafford General District Court may show a misdemeanor result or felony preliminary stage, while Circuit Court holds felony sentencing and appeal records. A dismissal or release order can explain authority for one case, yet VINE or RRJ must still confirm the custody event. Other charges, warrants, or detainers can remain.
Save the date of every check. VINE data can update, and a later view may differ from the first alert. Record the exact wording rather than paraphrasing “transfer” as “release.” When a certified result is needed for a legal process, request it from RRJ, VADOC, or the court that created the source record.
